I have to many low percentage Toe Soviet Army HQs. What is the best way to bring them to full Toe for command purposes. Should I send them to Reserves or if I don't need them is it better to disband them before November. Will they come as reinforcements? if I disband them

don't disband, you can't build HQs so you need all you have.

best solution is the reserve, they will recover fairly quickly, second best is on a well stocked depot

do not disband them or they're gone forever

about the toe recovery, would love to know also. All the manual says is that they will recover slowly...

Put them to well stocked depot / NSS with supply prio 4 when they don't have assigned units. That way they'll draw only support squad replacements.

You should probably do this also to any low ToE Front HQs early on. You can have the front at prio 4 and lower the armies as you please.

Sending to reserve takes some time, but gives the replacements top priority, which might not be desirable since these are very likely excess armies, at least for the time being.
