the 10th and 11th Air Armies arrive to the Far east TB in mid-1942 and they are both unlocked, meaning they can be transferred to the map.

This causes a couple issues:
- They can be assigned to a Front and given ADs, but no AOG can be assigned to them. You can call an AOG and choose either of these Air Armies as their HQ (if the airbase is next to 1 of them), but the AOG will be unassigned, and trying to assign it will not allow either of them to be selected
- They also don't have a transport and recon AOG like the other Air Armies

So, either lock them to FE, or fix these 2 issues if they're supposed to be transferable

I can attach a save if you need, but seems a pretty straightforward issue

They should be locked. In fact we recommend that players assume all HQs and transport air units are locked and should not be moved out of non-reserve TBs by the players.

Yea, there's plenty of Armies that aren't locked in Theaters, but never had issues from those

if I recall, in testing the TransCauc Air Command had similar problems when it was briefly on the map that you couldn't link AOGs to it - so wonder if this is a similar issue that in some way the Air Command retains its status as being in a Theatre?

Yes, these air army HQs don't have Air Army AOGs to go with them as it was expected they would stay in the TBs.

Yes 10th Air Army, unit number 08902, was created at August 1942 and remains at Far East with HQ at Khabarovsk during war, so I recommend to lock it.
11th Air Army, unit number 08903, was created at August 1942 also and remains at Far East with HQ at Blagoveshchensk during war, so I recommend to lock it too.
