Been thinking about this too, mostly for major rivers and road movement. For rail bridges I kind of assume that they are part of the rail damage/repair system. Maybe a number of bridges that are in a hex that can carry tanks over the major river in a given direction... An option to blow bridges over major crossing and maybe some bonus for taking them intact. The more intact major bridges there are in a hex, the less the bottleneck would be for moving troops over the river. For smaller rivers it should be less critical as a new bridge can be build in less than a week by army engineers I assume.
