Decided to try the Case Blue campaign and noticed that Russian Shock Armies only take 1 month to build.
Is that a bug?

On a side note: Very surprised at some of the starting investment choices, particularly on the Allied side.

IMO all the post '39 scenarios would be better served if the player got to choose the starting research.

I've only played the '42 scenario a couple times as Allies. The Caucasus and Stalingrad need a lot more strength for it to be playable.

Good spot, it should be 4 months.

Just in general, Techs are vastly different than what I've ever use/encountered in play vs humans.
I don't have the energy to list them all but Russia having only level 1 Infantry Tech and no levels of AA; USA & UK investing in AT stand out the most (as well as the oversized USA army and underwhelming Industry Tech level). Being behind on the ASW vs. Sub techs is also a kick in the pants.

Playing on Veteran as Allies I'm finding it takes nearly an extra year to achieve historical gains in North Africa and while invading Italy/Sicily is possible in 1943, it will almost assuredly going to get bogged down without any progress into the boot. Russia can make some minor territorial gains in the winter/bad weather but come good weather in 1943 they are backing up again until Inf Weapons 2 comes along and then they can piecemeal a few German units down here and there. On the other hand, German AI/troop displacement makes moderate pushes on all three big USSR cities but struggles to truly threaten any of them and takes too long to get Rostov and Sevastopol. You can really delay the later just by shipping out a damaged USSR unit and shipping in a fresh one, particularly if it is an Army, then rinse and repeat. That rail gun should pot shot the ports and planes should nuke any transports dumb enough to port there that can't unload. German targeting of units could be better, with the Luftwaffe targeting choices being particularly questionable.

Though with things as they are, if the USSR were to be given level 2 Infantry Weapons then I have the impression from what you've written that it may swing the balance too much/too early in favour of the Red Army on the Eastern Front?

It's hard to say for sure about anything, given the way the AI plays.
I do think a human Axis player would be able to do far more with that advantage, but would be cursing the unit distribution and the time/MPP it would take to concentrate the firepower to his target of choice.

I do know that I've never seen the USSR at only level 1 INF Tech at that stage of the game (barring the one build where USSR Tech increasing were borked).
