You don't need "100% readiness in order to attack" with them, its just the way you get the best bang for the buck, you only have to wait 1 turn after raising them (as every other unit). Also, as I said, "thats why the first player to get ICBMS instantly wins the game" since I'm pretty damm sure than the AI wasn't tested to use them AND every player by that point would have at least one independent SAM battalion per city, making sure than any airstrike its useless (plus leaving one shield to protect the ICBM from indirect attacks)
