China certainly has expertise in building islands though, so their navy might not matter much. Bush wanted to sell them "modern" SS boats, but the Nuke developers wouldn't tolerate US firms making boats that were an actual, viable alternative to SSNs. Thus, the WW2 boats are still in service some 76 years later.
