The main differences between having a Surface Fleet (not a sub) in fleet mode and Raider mode are: a) In Raider mode you will not attempt to intercept enemy fleets moving within 5 hexes. b) In Raider mode you are less likely to be spotted/attacked by enemy Fleets and air units, c) In Raider mode you cannot conduct any offensive operations except attacking Convoys/Merchant ships (except maybe also shore bombardment, I am not sure about that). Note that if you move a surface Fleet in Raider Mode within 5 hexes of an enemy fleet (whether surface or sub) that is in Fleet Mode it will get a chance to intercept you. But if you are in Raider Mode it will have less chance to find/attack you than if you are in Fleet Mode. quote:
