Does Japanese manpower seem a little high? it's 27 in wpe Germanys is only 30. and i have played in to 45 fighting hard and building lots of infantry and never had less than 80%

Japan did have a higher population (73 million) in 1940 than Germany (70 million) so that does not seem amiss.

Humm i guess except that Germany was drawing from many ethnic German areas in Austria, Czechlosvakia, Danzig, East prussia, and other parts of occupied Europe, Japan was just Japan, Germany peaked and at military strength of around 18 million, Japan at, 6 million so Japans was about a third the strength of Germanys, but either way they both had major manpower issues in the last couple years of the war. I don't think Japan has the production points (nor should they) to ever have a manpower issue

A couple of other things you have to consider is
a) the use of non-Japanese by their military forces.

b) the willingness of the Japanese to join the military and serve in the military.

Sure I agree Japan still had plenty of people to throw at the allies but the main thing the manpower factor does is when it drops below 50% there is a decrease in quality (less experiance) which was definitely an issue for Japan
