hello,
I would like a little explanation about the percentage of mobilization.
in this line, the related decision will be triggered with a percentage of mobilization of the USSR from 0 to 100% or from 0 to 99%?

is it possible to have two LINKs on the same DECISION?

Just one LINK per event

But you can have one Decision fired by another, which in turn fires another, e.g. a chain of linked events.
