Governments abandoning their capital routinely set up another one if they can. If Paris is Axis occupied, pre-surrender France needs a capital and Bordeaux is a fine choice: it allows government officials to escape by sea if needs be.

But Bordeaux should not be the capital of occupied France. For reasons that include transportation system and history, Paris is the capital of France.

Occupied France was administered from Paris by French officials following German instructions per Article 3 of the armistice signed 22 June 1940.

SCWAW should reflect that.

Which brings me to my real point: if Bordeaux is the capital of France, if the allies capture Bordeaux, who controls all the cities, mines, hexes in France not occupied by the allies?

The Axis, because liberating a country requires all of its territory to be manually captured, which is the opposite of when a country surrenders and all its territory is handed over to the conqueror.

Thanks Bill, good to know.
I still think after surrender capital should revert to Paris, I mean really, nobody ever heard the phrase "Bordeaux in the Spring".
