Is there a reason for the Rumanian sea plane flotilla (101st and 102nd squadrons) not being in the Rumanian orbat during the 1941 scenario?

Looking at the aircraft database I can see the Z.501 which would equip the 101st Sqn are in the database as Rumanian aircraft row 237 and the craft it upgrades to, He 114 row 235 exists as does its successor Ar 196A row 236. It just seems odd that the aircraft have been created but not the units.

Looking at the Rumanina aircraft none are due to upgrade to any of the above aircraft.

I have checked air groups and AOGs and can see none that are patrol nor any equipped with the above aircraft and no units have planned renames to these units.

Thanks for confirmation. I am sure you already have all the information that I have gathered below as the upgrade dates match the aircraft that exist in the database.

101st Z.501 to He114 (1943) to Ar196A (1944)
102nd SM.55/SM.62 mix to He114 (1942) to Ar196A (1944)

seems the SM.55 were very unreliable (max range 20 miles of coast) and not operable by Jan 1943

both units operated off of a beach base near the village Palazu Mare which I think would be in the Constanta hex.
