So... when I say crash, I start the game (1942), and the AI does its thing. Then I just try to orient myself to the world, look around, check the charts (I am not familiar with WP: Europe, so it is all new), start changing some research options, check more reports, and then I get a little window that says something that I have been too slow to read, and the game quits, and the monitor goes back to my desktop. FWIW, the saved game is the last attempt at Okinawa, so the game does not seem to recognize we tried a different scenario. I suppose that fits in the category of "if it plays and crashes on its own that is a PC issue" issue-
I can find two users files, but neither contains an AppData folder.
If I go to the Program Files (x86) folder, there is a Matrix Games folder that contains the WarPlan Pacific files, if that helps.
