Pros:
US mobilization doesn't gets bumped up.
You save 180 MPPs which could be used for other things.
You don't have to defend the place.
Cons:
You pass up on a fast and relatively painless invasion of Norway. (except for that Oslo battery event)
You pass on gaining some free ground units to garrison the place.
The shorter and more secure route for the Norway convoy won't be an option. Makes it easier for the Allies to constantly raid it.
You won't gain some ports up north for your surface navy to lurk in and out of.
Losing a more secure route for U-Boats passing through the North Sea and into the Atlantic.
You still have to worry about the Allies invading it instead.
Summation: It's a bargain at 180 MPPS. Invade the place.
