The rail line into the town of Alta, at the very top of Norway is broken and cannot be Operationally Moved into.

I see what you mean, and I think the issue is because the railway is crossing two land/sea hexes, at 188,14 and 190,13. I'll have to think about what to do here, the easiest solution would probably involve re-routing the road and railway.
