I have a question about supplies from cut off ressources.

In the strategic command Manual, page 153 I found the following phrases:

Supply Connection Rules
§§ All resources connected via rail to either a Primary or Secondary supply
source will have their maximum strength & supply values according to
their type, e.g. Towns will be at strength 8, Cities at 10.
§§ All resources that are only connected by road via friendly territory to a
Primary or Secondary supply source will max out at strength 5.
§§ All resources that do not fall into any of the connection categories
outlined above are considered cutoff and will have a maximum strength
value of 3. Ports are an exception to this rule, as their maximum will
default to 5.


Is this information outdated?
I start a game "Axis High Tide" and have a look at Welikije Luki (Hex 121,29).

There is clearly no connection to any Supply Source. So I would think it is cut off. But it offers 5 supplies. I would have expected 3.

In a hotseat game I moved away some units from Kaluga and moved a German unit to cut off the rail road from Kaluga to Moskau. Again Kaluga should be cut off, because there is no road or rail connection in any friendly supply center. And again, the supply in Kaluge didn't drop to 3 but to 5.

So, is the manual outdated, and the minimum value for not occuopied ressources has changed to 5?

You are correct, it will have a maximum of 5 if it can trace a line of supply over friendly controlled land hexes but not by rail to a friendly Major's Capital, or other Key Resource.
