Is their a easyier method to get ships "system" damage down? Every repair base i've used in my grand campaign i cannot seem to get my system damage down, every other repair works fine but the system damage just will not go down, whats do i do to get the sys damage???

We're going to need to see some screenshots of the sequences you're referring to. I haven't experienced anything like that, system damage is the easiest to repair, usually, and much of it occurs in readiness mode. If we're talking about devices like radar or big guns you have to meet certain qualifications in terms of size of port and some other things for any repairs to be done at all. If you're trying to repair/replace big BB barrels (BBBB) in small ports you can fuhgeddaboudit. For the US there's no place West of PH to do that kind of repair. Electrical repairs can be made pretty near anywhere.

It might be covered in the link rustysi posted, but the problem is probably that the AI for repair prioritizes float and engineering damage first and system damage last, but does so within bands of damage levels. For example, if System, Engineering and Flotation damage were all in the 60s, the AI would first try to repair the float damage, then the engineering damage and then the system damage (assuming the ship is in a repair shipyard which can work on all three). When the damage gets around 55 (if that is the bottom of that band level) the AI would switch to the next type of damage. Since large ships can take two or more days to repair a single point of float or engineering damage, system damage can remain constant for quite some time before it starts to decrease.

If the port cannot repair major float or engineering damage, it will repair minor damages first and then begin to work on the system damage. Often when major float damage is high, it is wise to fix all the system damage before trying to move the ship to a larger port or shipyard location.
