I know that one can elect not to include submarines when a port attack or seabox search is initiated. I have generally started German subs out of port attack range in Konigsberg during set up... now, I am wondering if this is at all necessary. Is there any reason to protect subs from port attacks... should I feel free to set them up in Kiel without negative repercussions and later in Brest as well? For the UK, are their subs safe in Malta?

They can be left out of a port attack if they are in a major port, but not a minor port. There are certain situations in the game where the owning player may want to include them even though they are in a major port.

Usually, though, you will want to keep them out because the more ships you have under attack, the larger the loss inflicted. Of course, if you don't cross a break point, it might not matter, but if you do cross a break point, it certainly does.

Another situation is if you include a German sub in what happens to be in an Italian port when the CW tries a surprise DoW port strike on the Italian fleet.
