What is a "naval squad" and how are they different than a rifle squad besides the name? How are they related to the water at all besides the anchor icon on the counter?

they are used in the naval infantry brigades, ie the specialist formations not the generic ones raised from naval personnel but functioned as normal rifle brigades

So those units are functionally identical to regular rifle brigades?

no

the naval rifle brigades are interchangeable. They were raised from naval personnel but used as a standard rifle formation. The naval infantry brigades were specialist formations that remained under navy control - unless they were directly subordinated to Red Army command such as at Stalingrad.
