I'm playing the Soviets in the Stalingrad to Berlin scenario. Around September 1943 I noticed that Oranienbaum fortress had no supply (red outline) After a few turns the units there just vaporised (not attacked).

I had a land bridge open to Leningrad (but no rail) plus the Ladoga ports. All Leningrad & Kronstadt units had supply but it could not get into Oranienbaum. I also could not move units into Oranienbaum but could move units out to Kronstadt.

Is this a bug with the special impassable hexside rule (7.2.3)?

I encountered this issue before. Manual 25.5.4 povides that supply paths cannot be traced ...... across unfrozen impassable lake or river hexsides.

You may have to use the port in this case to get freight into the city fort, but there's no freight in Lenigrad to ship there in your save. By the save you posted, the city fort's units were all gone. For some reason the city fort stayed around until the next German turn, at which point it was removed when a German unit moves next to it or tries to attack it (at least it did in my test of your save).

If you have saves from when they were first isolated, we could check to see if there is a way to get the ports to function in your case to bring in freight. We have had some strange corner cases with the Leningrad area and ports re isolation, especially after the rail to Leningrad is cut. We're testing some changes now, but I can't say if they would impact your situation without an earlier save (ideally at the end of the German turn and at the start of a Soviet turn where the Soviets are showing as isolated).
