1 - movement attrition (so it gets worse in poor weather or poor terrain), missed admin rolls

2 - less move attrition, better leadership

3 - as close to 0 as feasible?

Its pretty much a result of your path tracing, so over average roads in decent weather its low, in poor roads and poor weather its high

Can Air Interdiction and/or Partisan Activities take effect?
if yes, is it a significant impact?

yes, it adds to move attrition, the effect depends on the level. At >0<1, its simply the loss of admin movement, above that it escalates steadily so if it is around 7-9 it becomes a significant barrier

Yes and yes, especially if you combine it with bad weather.
