In my current game, most of my cities indicate they don't have enough energy available (energy sign on assets is red). Everything else is perfect. Enough resources of all kinds available, enough workforce, all seems fine.

However, the management/asset window shows those cities are producing up to 3 times more energy than they require. So does the items tab of their zone. Do they have to send the energy to the SHQ first, for it to send it back which might not be able to do because of logistics?! Or is there something else I'm missing?

I'm not allowed to post links, pictures and so on, so I can't show a screen, but the items tab shows:
Energy Produced in Zone:
3700 could optimally be produced
3671 was actually produced by Zone
and so on and so forth.

Energy consumed in Zone:
2229 could be optimally consumed
1319 was actually available and consumed by Zone.
and so on and so forth.

Why is only 1319 Energy of 3671 available to the city?

The lights are going out for my empire - literally bc it has too much energy? Feels wrong [:-]

Ok somehow it allowed attachement. But I had to crop it to stamp-size because of file size, still it shows better what I'm talking about than my words.

That is quite some significant energy demand. Does the city have enough energy storage capacity to store all of it? You can check by mousing over the zone's stocked energy quantity. The energy storage provided by population is quite limited, power bank assets (from the Power Banks tech on the right side of the tech tree) are required if it needs to be handled in large quantities.

Thank you so much! The next old republic statue my subjects uncover will be dedicated in your honour.

I added power banks and within 4 turns the crisis was averted.
It looks like cities/zones when doing their production first go to their stores, then call their SHQ to send anything the city needs but hadn't in their store. If SHQ can't deliver for whatever reason, the city will produce with reduced productivity. Then they fill their stores with the "products", after which they send anything they can't store to the SHQ. And lastly, anything they can't send or the SHQ can't receive/store, the producing city just dumps it in the gutter, which in my case was energy.

The next turn is just rinse and repeat, my citizens went to their stores and found out they only had 1319 energy available.

It does make sense for instance regarding bio fuel production. You probably wouldn't have your industry sit idle for one season, then at the end of it, when the crops were harvested, you quickly turn it into bio fuel within a work day. No they would be continuously producing, taking last season's grain from their stock/SHQ while this season's grain was growing.

In the case of energy however, it is weird, because you cannot consume the energy currently flowing through your cables, no, you have only access to the energy of previous seasons. Like the United States produced electricity a quarter year in advance for their entire civil, production and military needs, then stored it somewhere for it to be ready the following season?

This prevented me from getting the idea of adding powerbanks in the first place, but I know better now, thanks Soar_Slitherine!

And to answer the question about high demand, yes my cities tried to get the machinery and High-Tech industry going. And because it didn't seem they needed much workforce, I tried both simultaneously in my major cities which made energy consumption galacticaly explode.
