I can see perhaps a protectorate not allowing your units through (although logistics I could argue should)

It seems a Client State should operate similarly to a regular zone where your troops can access the territory and your logistics network can run through it.

The issue I am having is I have 2 protectorates to my east and another just beyond that. It was attacked and even putting a second SHQ and using motherload to add metals and oil, the zone HAS food and logistics available, but will not dispense the food from the city, so all the troops are dying. It is too early in the game for an air bridge, so I am just hosed.

<edit> I think the main problem is one of the oldest forms of transportation, shipping on water, is missing. It was much easier to sail the coast or river than build roads </edit>

The game does not support logistics or units to go through other peoples terrain. This is a rule that made design a whole lot simpler, so it would need excessive work to change.

Currently if the protectorate is attacked, they get fully integrated - so it is your territory like you starting town and everything you conquered or any other form of integration.
