Anyone notice Cargo ships number goes down over time? I look thought the manual and didn't see anything about losing cargo ships. Is this a bug?

Could be natural attrition based on enemy naval interdiction and the ports the ships are traveling between.

Unlikely, i am not sailing pass any interdition in the baltic sea, everything other than leningard was captured. But every turn 1-2 ships goes bye bye

each 'ship' is actually a cargo capacity of 1250 tonnes of freight, so its not that many ships.

also shipping is used in the civilian economy (25.6.4), and ships do sink in the Baltic even in non-wartime conditions

Hango and other Finnish ports are still hostile. It is not possible to neutralise their effect so there will always be some losses for any shipping within ? hexes.

Is there ship production?

no, each lost 'ship' represents that amount of transport capacity. Yes you get regular additions to your shipping capacity
