We think this bug has already been fixed in 1.01.00 (the prior case also had Is-2s in 1941):
• Losses reported for units not in the battle when Leningrad is captured. Fixed.
There are some units in the database that were set to 250 delay. Somehow, these units were getting involved in some combats when they should never be in the game. IIRC, they were not participating in the battle, but were suffering retreat losses as if they had been in the hex. These losses did get counted into the loss totals, but otherwise were not impacting the game.
