Flying a bomber at 100 feet allows it to get a high number of bomb hits on ships. It models the "skip bombing" by some medium bomber squadrons in WWII where the bomb doesn't have time to fall vertically so its side hits the water and makes it skip like a flat stone. It is much more likely to hit a ship's hull that way.

In reality, this was only done by specially trained squadrons of attack bombers that had a lot of machine guns or cannons pointing forward to suppress flak on the vessels they were attacking. Most AARs have the house rule that only attack bombers can skip bomb.

In other words, is it a ban on attacking ships from an altitude of 100 feet?
