Could be a lack of freight/supplies issue and the blizzard knocking down construction level (not sure if there's a rule about that or I'm just making it up), but that's just a guess. Gary recently was looking at rail repair units and found that often they were not repairing rails do to their inability to get supplies for the job, so that what makes me think that could be happening here.
I ran this through a turn doing nothing, and the value stayed at 59% (I'm using v1.01.02, although I don't remember any bug fixes in this area in recent updates). Is there any chance you can get a save from your opponent before he ended his turn so I can run it through the logistics phase (or ask him to email it to me at 2by3@2by3games.com). The weather is actually snowfall during turn 23. I ran it to turn 24 and still 59% even with lots of freight in the hex. I'll send this to Gary to see if he can see why it's taking so long (aside from the weather).
