Hi there, not sure if I've missed something but I'm about 6 turns in as the soviets and wondering how to structure my reserves when I bring them on-map.

They all come in flatly attached directly to Stavka and I then attach them to what's left of my Corps HQs or higher when needed - whatever I can scrape together.

Is there something I'm supposed to be doing to get new corps HQs to put the reserves under? I don't see any in the upcoming reserve schedule and don't seem to be able to make them. Am I supposed to perhaps somehow promote a division to a corps?

You recieve HQ as reinforcements. Some corps HQ upgrade to army. You cant build them.
You can increase capacity of HQ by setting front as assault.

The Corps HQ command level will disband in the early weeks of the war for the Soviets. You'll want to organize your forces around your Army HQs. Airborne Corps HQs and Cavalry Corps HQs will stay around a bit longer.
