I lost Sevastopol and the fleet displaced out into the water. How do I get it rebased to a friendly port?

Go into naval transport mode and you should be able to move the unit.

Thanks that worked, but didn't the first time. Is there possibly a 1 turn delay? When it first displaces can't move?

It uses SMPs, and we had one report where a unit had MPs but no SMPs but could not repeat it. You're unit shows SMPs in the screenshot.
