Will it be possible as an empire to do an embargo of a given ressource against another empire?
For example, I know an empire needs a ressource but I refuse to trade it.

Also, may I pay some pirates to precisely target all cargo ships (from everywhere, every empire) transporting this ressource to the targeted empire?

May I pay some pirates to attack another empire in general?

Pirates in DW2 are not as fully developed as in DW:Universe, mainly because we could not include fully playable Pirates (which were part of the DW1 Shadows expansion) and complete DW2 in a reasonable time. They're still more advanced than the original DW1 pirates, but you can't commission raids.

Trade is also different in DW2. In DW1, all factions traded as the default once they came into contact with each other. In DW2, embargo is the default state. There are then three levels of trade: Restricted, Limited and Free. Each of those is effectively a different treaty type. With Restricted Trade, they'll only trade what they have in abundance and charge a significant tariff for it. With Limited, they'll trade just about everything, but still with tariffs. With Free, everything is traded without tariffs. Improving your relationship allows access to higher levels of trade. For the most part, giving time for the previous level of trade to work builds some trust and often leads to an opportunity for more trade.

If you want to have an embargo, just make sure you don't agree to any Trade treaties. Similarly, other treaties allow migration, mining, refueling, etc. If you don't agree to those, then that won't happen. Separately, there is also the offensive fleet action to Blockade a planet, which is a hostile way of enforcing no traffic of any kind there, but would generally be considered an act of war.

Thanks, but the ressource you don't want to trade is perhaps the one you have in abundance. This is all or nothing.

In that case you'd want to just cut off all trade ties.

This new trade model is going to be much more 'realistic' than the old one. An empire could hate my guts and refuse every diplomatic offer but I might have a huge amount of automatic background trade with them so they never really try to wipe me out. Hopefully now as relations deteriorate so does trade.

As to pirates not so much interested in playing them but having them be more of a menace late game would be nice especially if you could hire them to help wage wars instead of simple raids.

Pirates in DW2 can be quite active in trading secret info with you: system maps, contact with other empires, secret locations, even tech. So it can be worthwhile befriending some pirates, so that they offer you this stuff.

Once you get to a NonAgggression treaty, or even a Military Refuelling treaty with them, they then effectively attack everyone except you. So although they aren't really allied with you, they can be useful against any of your enemies in the pirate's area.

I hope so too. Especially when a "pseudo" ally is doing a separate peace with your main foe, trade relationship should deteriorate.

So much like they were before. Keep them happy and they will make a mess in everyone elses back yard.

I really hated not being able to gas up critical fleets because all my fuel had been 'spoken for' by my so-called allies.
This situation also affected construction of new ships & bases.
Will there be a way to keep trade agreements from depleting resources below a certain % ??
