Reporting the bug where non-isolated units surrender instead of routing.

Sov units on turns 34 and 35 surrender in this way. Interestingly, the surrender is not recorded in the logistic report.

Loki advised me to attach some preceding turns, so posting saves 30-35. Can provide earlier saves if needed.
