Turn 4 save has no depot in Pukhovichi (198,154). After creating one no railyard is created (damaged or otherwise). The turn 5 save shows this. I was able to repeat with the turn 4 save. I'm using version 1.01.02 BETA.

You'll notice the same issue with Parajanowo (193,144). The only thing I noticed is that both these city's have no Manpower Factory either. Not sure if that is a coincidence or a clue.

I think this is a display issue, as I see in the data a railyard in Pukhovichi with 100% damage. If you press the show factory button you'll see a red railyard in the hex and the rollover shows it with 100% damage. The other city is 73% but not hooked to the rail system. I advanced the turn and the depot in Pukhovichi got freight, so it is a display only issue (probably due to the lack of population as you speculated). I'll get it on the bug list. Thanks.
