Hi!
I suggest to halve the cost for the recruit mercenary national stratagem.
n my book the card is
a) too expensive for everyone not playing democracy,
b) even then underwhelming in leader stats/cap/skills
c) scrapped as soon as it is generated.
If it would come at double recruit junior cost it might be viable, but it often costs 40+ PP in comparison to a max 8 PP junior.
I would rather fire the secretary and put him in charge of an OHQ - you will always get a free RNG secretary when that position is vacant - and still save PP doing that than playing a recruit Merc.
