Given random events - like progress on the Western Front - can serve as a VP source, then unusually clear weather in 1941-2 should give VP bounses for the Soviets, and abnormally bad weather should do the same for the Germans.

Consideration might also be given to VP bonuses for conducting attacks early in the war by the Soviets (Stalin liked counter-attacks a lot), and for attacks later in the war by the Germans (Hitler also liked counter-attacks a lot).

Another option would be to link releases of units from the National Reserve to attacking behaviour - the reserve is there to win the war, not fill holes in the line !

VP's are the mechanism by which Supreme Command is represented, after all ...

And are we going to follow Hitler's insistence on not taking Leningrad and Moscow?

Or his "Where a German soldier stands he will not retreat" policy?

Still haven't explained why reserves have to be linked to "attack behaviour"?

Or just how you define that.
