Same thing happened to me before at Leningrad (I reported it a few weeks ago. Now I'm doing the Campaign 1941 no early end. When I took Sevastopol, the divisions retreated to the hex south of it. I attacked them the same turn and they routed out. The attached save is after I took Sevastopol and before I attacked. I can understand units routing out of a pocket if I attack them the same turn in land combat. But without a port? Do I also have to wait one turn to attack them in order to force a surrender? If so, what the logic behind it?
