Same thing happened to me before at Leningrad (I reported it a few weeks ago.

Now I'm doing the Campaign 1941 no early end.

When I took Sevastopol, the divisions retreated to the hex south of it. I attacked them the same turn and they routed out. The attached save is after I took Sevastopol and before I attacked.
I can understand units routing out of a pocket if I attack them the same turn in land combat. But without a port? Do I also have to wait one turn to attack them in order to force a surrender? If so, what the logic behind it?

yes its WAD in this case. It keys off the hex status, so if you'd just taken Sevastopol the hex wouldn't have been isolated.

I doubt much got away due to attrition and circumstances but the shell of the formation will have
