Major amphibious invasions required prep work, including mobilizing transports, escorts, bombardment groups, air support. Landing a "corps" or larger is a major undertaking, not just a "raid". I think keeping cruise for AVL is fine as long as they either remove the ability to land as well, or at least increase the % loss on landing. That or give land units adjacent to the landing hex a reactionary attack. Maybe limit cruise and land ability to SF units only.

I have had to carefully consider how to mod Amphib units in my scenario. IIRC Hubert got rid of the extra attacks from the sea (1 per turn until supply is all gone) because he didn't want them wandering around from turn to turn blasting every target of opportunity. I decided to not give them 2 attacks during their assault because it seemed like overkill, but the prospect of them having to shuffle back to a friendly port after failure also perturbs me. In Europe they can likely find a spot to land somewhere. In the Pacific it's kill and land or retreat & reload if it's a single hex island.

A better idea would be Chernobyl's: let them keep their one attack/turn while at sea IF they don't move, until supply forces them to scuttle off. If you move you lose all subsequent at-sea attacks.
