I'm trying to build up two Soviet rifle brigades into a Soviet rifle division but nothing happens.

I had one each in two different Army HQs as support units. I converted them leaving both in the same hex with 1 movement point each. I changed the HQ of one so they were both in the same HQ. When I tried to build them up to a division nothing happens.

What am I doing wrong?

Question 1: If Long Campaign, is it at least Turn 46? You can't do it prior.
Question 2: These are actual rifle brigades, correct? You cannot merge naval Infantry Brigades for example.

You answered my question in your first question. I'm in the campaign game and it is only turn 24. I didn't see anything in the manual about a specific turn so will make a note.
