Hello. I would like to change 1941 winter from HARSH to NORMAL or less. is it possible or is this hard coded ? I would like to avoid german lines crushed in 2 turns in winter 1941

Yes, this can be changed in the editor.

I change the weather settings to NORMAL, save, load again, and then it is still HARSH

Hmm. I have not tried playing a game after making that change, but perhaps this is part of the generic data that cannot be edited at the moment.
