Agreed.

That is what makes the 24 hex hit and run attacks work - the active force improves effectiveness each turn as they return to port after every attack.

It's testing right now to slow down the pace of the game.
It is also based on realism.

This material I only found recently in a YT video with a naval expert I posted.

I was testing the impact of low effectiveness on the Japanese combined fleet (10% here for the Japanese) against an USA fleet at an effectiveness of around 85%. I am pretty happy with the results.

No Japanese player will keep a fleet at sea with an effectiveness so low (I hope). What the next patch means is that players will have to take care of their fleet effectiveness. They won't be able to go around the globe without problems.

And, they will need some ports to advance like armor needs infantry.

That's the point of it. I couldn't figure out how to do it before. I spoke to a very educated friend in WW2 and he put the idea in my head about port based supply and gave me the video link. Then the idea came on how to implement it without adding more complexity to the game, but adding depth.

Testers need to play it some more. I also just did an update so it will be maybe 1 month.
