The manual says that 2 or more enemy units adjacent to any resource will have its strength reduced by 1 point per turn and that deterioration happens in both friendly and enemy turns. From what I have observed this is not true. The deterioration of enemy ports by 2 friendly naval units takes place only at the end of my opponents turn, not in in both friendly and enemy turns... Am I correct?

yes, correct
need to give them a blast with your BB to prevent loading/unloading on enemy turn

Because resources automatically repair by 1 point in your turn, effectively no repairing happens because it is cancelled out by the siege effect, I hope that makes sense.
