The rules seem to be contradictory. I am wondering which one is correct.

16.6.8

If Air Units are on an airbase that is captured any
damaged planes will be destroyed. In addition the Air Unit
is given a delay of three turns and then will return in the
National Reserve.


21.11.9

While airbases cannot be relocated, the planes there can
be. If an airbase is overrun any damaged planes will be lost
while others will transfer to the nearest operating base.

21.11.9 appears to be correct, at least for units that are not isolated and have a place to fly to (the conditions of the test I looked at). Not sure if isolation/fuel matters, or what happens if the planes cannot reach another airbase (in this latter case I assume they are destroyed).

yes, I'll clean that up.

Its not a clear error, just that 16.6.8 needs a rewrite. If all an air unit is destroyed by overrun then 16.6.8 applies, that the only missing part to the sentence (in effect 16xx is about the air unit and 21xx is about the individual planes)
