According to the unit description window, ultralight aircraft types have the following max allowances: "MG allowed, Cupola not allowed, Max Rocket Lvl 2, Max Missile Lvl 1, Max bombs 1.000kg." However, despite this, the model design tool will only allow the player to add MG and bombs to ultralight aircraft. Either the design type needs fixed so they can use launched ordinance, or the unit description screen needs changed to reflect the fact that they actually cannot use such weapons.

You need to have enough Max Weight left for everything. Max Weight is provided by the Wings - so put in bigger then Very Small.

As I mentioned the previous time this was reported, rockets & missiles are not set to be enabled on ultralights, according to the debug tables.

Exactly. You can put the largest possible wings on the ultralight, and they still can't use launched ordinance. Either the description needs changed to reflect the game data revealed by the debug tables, or the data needs changed to reflect the in-game documentation.

To further clarify the point that it's not a matter of the weight vs. wings, zgrssd, recall that Very Small Rockets have a Real Weight of 100, which definitely doesn't exceed the Very Small Wings limit of 400, and then look at a very-possible ultralight craft:
