I googled it: it only takes 7 days to travel from Vladivostok to Moscow now on the RR, so I don't see an issue, even assuming travel today is swifter than then. If there is an argument to be made, perhaps a unit that travels operationally should be allowed to go into action on arriving at its destination, like the Confederate troops arriving by train at First Bull Run.
