What is the red number from the above resource after a Partisan attack?

Damage to that resource. So you are getting that much less resource.

If the resource was say a 5...and has a red 3 you are received 2 this turn.

Thank you. Therefore with the red number being 0, No resource the Germans are getting. I hope that is correct?
