The map is divided in weather zones.

Instead of having a big block of clear hexes and a big block of rainy hexes.

Why can't you add some random hexes where it is raining in the big block of clear weather?

Same thing inside the big block of rainy hexes. Add some random hexes with clear, cold or snow weather.

In the Pacific, where the weather is important for naval battles, naval invasion, it could be nice to expect the unexpected:

a) a naval stack going in an heavy rain hex to prevent an air attack on top of it?
b) a naval invasion that could occur because one hex was clear in an ocean of rainy hexes?

Things like this.

Surely single hex weather effects are too small scale events for a two week turn. At this game scale you are looking at regional weather effects, rather than passing storms.

You could have a random weather combat odds effect.

This would make a lot of sense. Take the weather in the zone where combat occurs, assign a probability of random weather and apply the result to the combat. It means most combats would occur on the same weather as the zone they happen in, but a small number would have a weather event, which taking into account how big the Pacific is makes a lot of sense.

I believe towards the end of the war there was also a Typhoon that occurred and sank a number of smaller ships such as destroyers.

A Typhoon could be treated like a blizzard in WarPlan which essentially stops any combat.

I already thought of this but it would create an EXTREME tactical advantage for the side going first. They will always be able to chose the perfect weather hex while their opponent might not be in a good one.
