Given that all it takes to initiate dismantling is Level * PP, it does not appear this is intended to represent pillaging or razing, but instead civilian efforts to dismantle and salvage an asset. However, as it stands, as soon as you gain control of an enemy asset you can dismantle it entirely if you have sufficient PP available. This does not feel intended, especially since you cannot demolish roads the turn you capture them. Arguably, infrastructure is easier to destroy than roads, but again, the mechanics do not seem to reflect razing, but instead civil deconstruction efforts. For consistency, it would perhaps be preferable to restrict players from demolishing assets until they've at least started a turn in control of them.
