Question: why isn't the Baltic States considered an Axis ally, instead of Allied, and why do they not have units. Each Baltic nation had a standing army, before the Soviet occupation.

Because the Soviets occupied them by ultimatum and force.

The Baltics actually welcomed the Germans as they invaded Russia, at least to start.

That is correct, but it would be interesting to see them fight if the Axis activate them in time. Just curious
