A quick search with several keywords from the manual didn't really produce any results. How does Germany fight back? For example I see 10 manpower damage in Frankfurt.

You could assign priority repair to the damaged industry but then it comes out of your resources for the Eastern Front. Manpower damage repairs itself very quickly so you probably do not need to worry about it for this case but other damage to heavy industry or oil industries could warrant Priority Repair.

Important notion - the Allied Bombing just damage factories (and I can see them yellow / red on the map) or litterally destroy the points and get them removed from the map?

It reduces the impact of the events
