Attached picture shows an amphib HQ just displaced out of Sevastopol in a HtH game (HQ is barely visible and in the hex NW of the city). Can the Axis somehow send these 10 cargo ships and 20000 men to the bottom of the Black Sea or will they evade - naval interdiction is not impressive.

Question answered in 24.6.6, p295: will take damage (ships sunk) which is related to level of interdiction. If damage 99%, then hq permanently removed
