So moved a Hs123+Me-110 with tactical number of 3 to add attack value but only the hs123 number is added, so how does the attack number for fighters work, are they only added/used in certain situations?

There are so many potential answers to your question:

What is the weather in the battle hex?
What is the number of the combined attack and defense values in this combat?

Maybe you could post a screenshot of the combat to get the exact answer?

I understand the ME 110 is a fighter, sounds like that by the name.

If so, and you want to bomb with it's tactical factor, you need to tell MWIF so, by selecting "fly as a bomber", otherwise it will believe you are sending it as an escort to your bomber.

A Fighter is Automatically a Fighter, if you wish to use it as a Bomber then you have to tell the program. Right click the unit and select Fly as Bomber.

This will also reduce the Fighters Range and Air2Air strength. Can't remember if that is an Optional or not ...
