In the game at start of GC we have 56 PVO AA regiments (TOE name - 41 PVO AA regiment) that has in TOE 96 medium Flak, 12 Light Flak).
Like all initiate Soviet PVO AA regiments had such TOE, but they didn't.
Only 19 regiments of 3 PVO Corps (1st - Moscow, 2nd - Leningrad and 3rd - Baku) should have it.

Other category - regiments of PVO Brigades (in the game can be presented by 60 medium and 12 light AA guns) - Belostok, Minsk, Batumi, Khabarovsk(FE), Riga, Drogobych, Kaunas, Vilnius, Odessa and 2 PVO divisions (3rd - Kiev, 4th - Lvov).

Next - 4 PVO regiments (36 medium AA guns) - Dnepropetrovsk, Tbilisi, Zaporozhye and Komsomolsk-at-Amur (FE).

all rest had only 2 btn composition (24 medium AA guns)
Separate case if PVO AA units of Soviet Navy.

183rd and 254th PVO AA rgt (TOE - 96 medium and 12 light AA guns)
93rd and 96th PVO AA btn in nearest AF (TOE - 24 medium and 3 light AA guns)
4th PVO AAMG rgt (TOE - 108 AAMG)
should be:
183rd and 254th PVO AA rgt (TOE - 60 medium AA guns)
93rd and 96th PVO Light AA btn (TOE - 12 light guns)
4th PVO AAMG rgt (TOE - 66 AAMG)

4th Division PVO (Lvov)
in the game:
Lvov PVO AA Brigade (TOE - 192 medium and 24 light AA guns)
should be:
509th and 533rd PVO AA rgt (TOE - 60 medium AA guns)
79th and 86th PVO Light AA btn (TOE - 12 light guns)
7th PVO AAMG rgt (TOE - 66 AAMG)
E.g. - order for 4th PVO Div dated by 28 June 1941

should be:

in the game:
7th PVO AA Bde (TOE - 192 medium and 24 light AA guns)
191st PVO AAMG btn (TOE - 36 AAMG)
better to change it to:
188th PVO AA rgt (TOE - 60 medium AA guns)
30th PVO Light AA btn (TOE - 12 light guns)
191st PVO AAMG btn (TOE - 27 AAMG)

504th PVO AA btn (TOE - 24 medium and 3 light AA guns)
should be:
364th and 469th PVO AA btn (TOE - 12 medium AA guns)
(504th PVO AA btn was deployed in Razdelnaya after start of the war)
